Andre Kruger
Chief Executive Officer and Lead Trainer
Andre Kruger a career banker, has been working for Barclays Africa and the banking industry for 30+ years. He has significant international banking experience focussing on public sector debt managing the bank’s Africa public sector credit portfolio. He specialised in infrastructure finance and PPPs and is a passionate proponent of increased private sector participation in the delivery of infrastructure across the African continent.
Andre after spending four years, with the NEPAD Business Foundation, during June 2020 transferred the APMG accreditation to PPP Training Online (PPPTO). The company under his guidance has trained +500 African Infrastructure practitioners. PPPTO developed specialised sector-orientated PPP courses dealing with electricity generation, transmission, and distribution PPPs, light rail PPPs, water and sanitation PPPs as well as affordable housing PPPs.
Andre and colleagues have also delivered financial consulting services to governments and international development organisations e.g., IFC, SIDAS/SIWI, USAID WashFin, UK Prosperity Fund, UK/China Infrastructure Alliance, European Investment Bank, and the World Bank.
Karen van der Merwe
Director Amber Public Sector Consulting
Karen trained as a commercial lawyer and has over the past 20-years specialised in institutional-, project, and contract structuring activities related to public service delivery. She has participated in infrastructure transactions involving public sector and commercial law, and public sector finance and institutional design. More recently her focus is on climate mitigation and adaptation projects, creating opportunities for investment in sustainable infrastructure solutions. Karen’s skill is in interpreting the context so that the solution is appropriate, and designed such that it can be funded and implemented
In addition to PPP transaction advisory work, she has also been involved in significant national infrastructure development programs. Based on her experience in transaction structuring – identifying risk and allocating it to those best positioned to manage it – she is well-positioned to train not only on the logic and legalities but also the practicalities of PPPs as a procurement option. She is an APMG accredited PPP trainer that applies international best practice.

Mary Chege
Principal and founder at EMSI & Associates
Mary is an advocate with close to 20 years of experience in providing legal and business advice and representation in the practice areas of Project Finance, Corporate & Commercial Transactions, and Policy & Legislative Drafting in sub-Saharan Africa. Key focus areas for her practice are infrastructure, energy, and real estate.
She has advised on various projects ranging from large multipurpose dams, power generation plants, cross-border gas pipelines, bulk fuel storage, and handling facilities as well as BRT and Broadband Network projects at different stages of development.
Mary is ranked as a leading lawyer in the Energy & Projects Sector – Kenya by Chambers Global and is a CP3P Professional and APMG accredited CP3P trainer. Passionate about the African continent, she is a frequent panelist and moderator in local and regional conferences on topics around energy, infrastructure, and investing on the African continent and serves as a guest lecturer on PPPs at local universities in Kenya.
She currently serves as an Independent Director of the Nairobi Area Metropolitan Area Transport Authority and is a Founding and Steering Committee Member of the African Network for Women in Infrastructure (ANWIn) of the African Union Commission.”
Kevin Abrahams
Project Manager at GIFA
Kevin is an Internationally Accredited APMG CP3P trainer and has been working with PPP Training Online for more than 3-years period. Kevin has specialised skills to develop Mega-Project Project Preparation (Projects Screening, Appraisal, Procurement and Structuring) of Projects in various sectors like Agriculture, Water and Sanitation, Social infrastructure like Schools and Hospitals, Transport, Logistics and Tourism.
He manages expert Transaction Advisors in the following fields: Finance, Legal, Built Environment, Environmental Compliance, Occupational Health and Safety, and various other sector specialists.
In addition, he advises Municipalities and Provincial Government Departments on procurement alternatives to develop and implement Mega-Infrastructure Projects.
Kevin plays a key role as part of a Steering Committee developing the biggest Accommodation PPP, Kopanong Government Precinct, in South Africa.
He has significant experience having worked in 4 provincial education departments and the Gauteng Infrastructure Financing Agency- GIFA all over 30 years mostly as Infrastructure Senior Manager or Project Manager.

Irina Unkovski
Irina is a qualified Quantity Surveyor with +/-20 years of professional experience. She holds a Master’s Degree in Construction with a primary focus on partnering procurement methods.
She has worked across Europe, Eurasia, and Africa and has in-depth knowledge of the needs of various clients in the infrastructure industry.
Irina is the co-author of the CP3P Program an innovation of World Bank in collaboration with IFIs.
She is also a chief examiner, as well as a certified PPP trainer for the CP3P program. She has delivered training to various government institutions including South Africa, Jordan, Lesotho, and the UK.
She is a member of the World Association of PPPs and the global chair of Women in PPPs stream.
Her expertise includes transaction advice on PPP projects, major project advisory focusing on optimising processes, procedures and reducing costs in infrastructure sector, dispute resolution, and training and transfer of knowledge.
Irina is an innovator with a passion for improvement and specialises in the conceptualisation, appraisal, development, review, implementation & management of large scale capital works programs.

Mr Nelson Edwards
Nelson, CP3F, is a Certified PPP Professional (Foundation). He is currently engaged
in the preparation and implementation of African PPPs following on from earlier work
on public enterprise divestiture and privatisation programmes.
He has worked in Anglophone, Francophone and Lusophone Africa on projects
sponsored by the World Bank, IFC, European Union, African Development Bank,
United Nations and bilateral donors and host governments as well as on
assignments commissioned directly by private clients.
With years of field experience leading teams to develop PPP frameworks, perform
PPP transaction advisory services, and provide capacity building to counterparts in
client organisations, Nelson’s practical experience enhances his ability to deliver
PPP knowledge through on-the-job mentoring as well as via formal training sessions.
Nelson has decades of international management experience in both industrial and
consultancy organisations. His earlier career was as chief financial officer with ITT,
Borg Warner, and CUF, a Portuguese industrial and commercial group. Previously
as a senior associate with Booz Allen Hamilton, a premier strategy consulting firm,
Nelson advised clients in the steel and petrochemical sectors in Brazil, North Africa
and the UAE.
Nelson was educated in the USA at Wesleyan University where he obtained a BA in
Economics and Mathematics and then, after military service, at the Columbia
Graduate School of Business where he was awarded an MBA in Finance and
International Business.
Nelson is a dual citizen of the USA and France and has been a resident of Kenya for
over thirty years.
